Mostly, recommendations are mandatory. The auxiliary verb phrase, should be/must be/has to be/have to be/ought to be/need to be + past participle form of the verb should be followed after mentioning the subject.

Recommendations are written to observe them for better execution of work.

Recommendations are suggestions given on a particular issue.

Recommendation is more like a suggestion

The difference between recommendation and instruction is that instruction is like an order.

Instructions are to be followed. You needn't follow the recommendation. It is only a suggestion

Eg. Trees can be planted

Discipline should be maintained.

Plastic things have to be thrown.

Eco friendly bag has to be taken.

ID card must be carried.

There is another way of writing recommendations.

Eg. It is suggested to plant more number of trees.

It is advised to follow discipline.

It is recommended to throw plastic things.

Expressions like

It is mandatory

It is essential are also used while writing recommendations
